Does Anyone know this effect
I've been searching for weeks now on what processing steps create this look but I don't even know what it's called. Have a look at both links and if you know please tell me!

A more acurate description may be that the photos were tone mapped.
Tone mapping is part of the process for making an HDR image, but by usng applications like Lucis Art, Topaz Adjust, Photomatix, ACR, or Photoshop - a single exposure can be tone-mapped.. . . . . . Keith . . . . . . .How Do I Use My Digital SLR?...
