Honestly? I'd reshoot.
I see what you were going for; it looks like you were trying to use the lights as leading lines, which is a cool idea.
The hill (I think that's what it is) in the background is underexposed, and it looks like that set of lights is floating in space. Acutally, most of the image is underexposed.
Can you provide EXIF data? That would help to advise on what you should do differently next time.
