Here's any example of the depth of field F2.8 will give you at 300mm shot at about 35 feet

    no, I would say
Sigma 18-50mm f/2.8 EX DC HSM Macro
Sigma 70-200mm f/2.8 EX DG HSM II Macro

    for budget minded amateur, or

Canon L lenses for Quality/aspiring pro oriented
    Canon 50D
Sigma 70-200mm f/2.8 EX DG HSM II Macro
Tamron SP AF 17-50mm f/2.8 XR Di LD IF
    Speedlite 430EX II

I wish I really knew what to do with all this!

But that still leaves me in the 28mm range which may be too short.
4.0 will be way to slow for the kinds of photography your talking about wanting to shoot. and look for lenses that complement each other not cover each other. no reason to cover 70 - 200 twice.

Great picture gsgary! action is really coming at you! I would probably ran a little Gaussian blur on the grass that is in focus under the dog, sorry if C&C was not appropriate here

But then you wouldn't have seen the very small depth of field

Sorry guys I had a sigma 24-70/2.8 (not the 70-300) but pasted the wrong one in the post. I didn't get it deleted fast enough.

[ame="http://www.amazon.com/gp/offer-listing/B0012YA85A/ref=dp_olp_2?ie=UTF8&qid=1231252163&sr=8-1"]Amazon.com: Used and New: Canon Digital Rebel XSi 12.2 MP Digital SLR Camera with EF-S 18-55mm f/3.5-5.6 IS Lens (Black)[/ame]

Here is the XSi kit that I was talking about. This ships and is sold from Amazon which many have purchased from before. I also think it might be cheaper to buy this compared to buying the XTi and 18-55 IS.
Canon XTi, 55-250mm IS and Vivitar 285HV, Cactus V4 Trigger and Receiver.
