I would suggest some levels/curves adjustments to brighten up the child slightly and and some more aggresive work to bring out the detail in the mother's face. Be careful, since brightening of under-exposure will lead to noise, it becomes a balancing act between enough detail and too much noise.
Depending on how large the original image is, I would consider a much tighter crop, removing the bottom of the image to exclude the mother's forearm, and most of the 'empty' space image right.
