    A dark room, with no light except from the screen of the phone. Then take a photo with a long shutter time and move the phone (or any other light source) around making the shape that you want. The slower that you move the more visible and bright the light will be.

    It's a long exposure that has recorded motion blur. Someone held the phone somewhat still for a few swconds, and then moved it around in the pattern for several more seconds.

    Note that the blurr streaks are dimmer than the sort of stationary phone part of the photo.
