I would recommend the old D70 kit lens 18-70 3.5 - 5.6. Other than being a little slow at the long end, it's really an excellent piece of glass, especially for the money. It's a good, flexible focal range, delivers excellent IQ for the cost, and is very inexpensive second-hand.

It's good for just about everything... 35mm will give you a "normal" field of view on your d80, which means it sees basically the same scene your eye does.
If you want a zoom, try to get a fixed f2.8 aperture... kinda hard with your budget but one does come to mind: Tamron AF 28-75mm F/2.8 XR DI LD Aspherical.
These can be had on ebay used in great condition for round $250USD which is well below your budget.

is this one ok too ?
Nikon AF-S DX Zoom-Nikkor 55-200mm 1:4-5,6 G IF-ED VR

That's a telephoto lens, mightnot be quite as useful as an 18-70, 17-50, or 35mm f/1.8.

What does a used Tamron Di-II 17-50mm f/2.8 or Sigma DC 18-50mm f/2.8 lens go for in your part of the world?

This lens will actually produce quite sharp images given enough light. The downside is the variable aperture. f/4 is not so bad on the wide end, but f/5.6 on the narrow end may/will show it's shortcomings in low light situations. Otherwise it is a very sharp lens, good bang for the buck.

It is 18-70 3.5-4.5

not 3.5-5.6

I sit corrected.
