14-24 Nikon zoom issue

There is a Nikon 14-24 for $850 on my local CL. The seller states it won't zoom past 18mm but works great for everything else.

Pondering if this could be a good buy. I haven't heard of this issue but if anyone has or knows a round about price to have fixed, please let me know.

Probably a damanged focusing helicoid, but it's hard to say. I would guess it's at least a $300 repair, and possibly more.
