80's Film Bloom?

Hi, I've seen this sort of bloom before on older movies from the 80's (and not necessarily just from that time period but I see it most commonly there).

Unfortunately I can't seem to find an exact example right now, but here's a drawing that will show you what I mean:

The shine on the metal seems to "glow" or "bloom."
If you guys can find an example from a film that would be great.

I was wondering how this effect is achieved.

Just figured it out. For those wondering, it is done with a filter, such as a Tiffen Pro-Mist.

Cheap filter smear with thin layer of vaseline on the filter will give the same effect
