This is, I believe, a cattle pen in St Annes, the main (and only) town on Alderney in the English Channel. It is probably not used much these days judging by the pristine paintwork.

How do the cattle get in and out?

I wondered that myself. That is why I said at the beginning 'I believe'. The other interpretation is a cattle trough, but it seems rather large and deep for that.
 
Before I posted this, I did try to find out about it on Google. I will keep looking.
 
I looked further, and found this very picture which I had posted on Geograph. Well, it was two years ago. There, I described it as a cattle trough.
