Considering your budget, you may want to see if you can afford the Canon 28-135 IS. I use it and have gotten some very nice results with it.
However, you need to be realistic, if you want a lense in which optical quality is important, you're most likely going to pray a premium for it, or sacrifice usefulness.
Example, my 50mm 1.4 has given awesome performance, great for no flash low light situations, but it obviously doesn't have a zoom.
Maybe start saving? Instead of spending what you have and end up disappointed.
