How do I make a border in photoshop?????

Umm, draw one, or what I like to do is adjust "Canvas Size" to .5 (or whatever) in relative mode.

or you can apple+A which selects the whole area of the picture and go to edit-stroke i believe and select the pixel width, color, and opacity

There are a ton of ways to do it. A good simple way is to create a new layer. Control (Command on a Mac) click the layer with the pic to select the entire layer and then select the new layer. Under Select go to Transform Selection and hold down Alt and shift while dragging in a corner. That should maintain the proportions and keep the adjustment the same on every side of the selection. Once you have it to the point where you're happy just fill in that selection with whatever color you want.
