B&W and Color photos

I've seen photo's that are black and white but one thing in the photo is color. For instance there was one I saw on here with 2 people and some roses and the roses were color but everything else was black and white. Is that done with a color picture and then changing it to black and white in photoshop but keeping the roses in color?
 
That is how it is done in many cases these days. Some folks are actually hand painting (or colored pencils, or markers...) the color onto BW images, and of course you can do something like that in PS too.
 
The easiest way i have found to do it in photoshop...

take a digital colour picture... convert it to greyscale and then back to RGB. (the colour won't come back, but you need it it be set up as a colour picture)

then you take the history brush (on the toolbar) and paint over the area that you want to be in colour and it will switch back.

fast easy and you can use any opacity you want for a more "painted look"
