Bad Focusing Canon 50mm

Just back from Canon with a clean bill of health and I get this:

Wow. Did they dump a bunch of sand in it while they had it? That sounds rough.

No kidding, and it doesn't matter what I shoot a photo of they always come out looking like this:

Kidding of course, but why would Canon say this is fixed and send it back? Why wouldn't they quote a higher price and send a refurbed lens back? Anyone with experience with this?
