Black eye problem...

Sometimes when I take a photo I get black marks under the eyes. It happens at random times; day, night, good lighting or bad lighting does not seem to matter. Here is an example...

Does anyone have any idea of what could be the reason for this problem and if there is a easy way of fixing it?
