Taken last year, I think I captured the detail quite well.

Cute pup. Try to get Buster outside or somewhere you can photograph him with natural light and you'll be amazed at how much more detail you will capture. It looks like you were using on camera or direct flash and in my experience that hardly ever works with animals, especially with their eyes. Try not to chop off the top of his head either and holding a treat near your camera can help get his eye direction more towards you if that is what you are going for. If he must wear a collar, take the extra colorful stuff off so that it is less distracting. Keep it up.
