Canon 55mm SKY 1-A

A ways back, I purchased a Minolta XD-11 Camera for an unbelievable price and it came with a great deal of accessories. One of them was this Canon 55mm SKY 1-A. I do know that it's a filter for rainy days, or shooting in overcas? I realized that there is a tear in the rubber casing around it. I can't seem to find one on Ebay. I'm wondering if anyone could tell me more how to use this and if you have any idea where I can get a replacement for this. I'm attaching pictures of it.

It is mostly a protection filter to guard the lens from scratches, and with a lens hood to protect from bumps.

As for finding one, just google "lens hood {lens you want to protect}".
