Do they make a tripod that mounts to the car window, when rolled down of course.
Yep, and I think there are larger tripods that break down into a window mount. These are decent for helping you to steady, but are not steady enough for hands free in my opinion.

If you can't find them at photo store websites, try birding or binocular suppliers.
Some of those look OK, but it depends on what you are putting on it. I have an older generation Kirk window mount that I picked up on ebay. They are a bit pricey, but very stout. Here is one similar to mine, but I have a different ball head on mine (Manfrotto 486Cr2). I have no problem hanging a D2Xs & 70-200 w/TC on it.
If all you are looking for is a little added stabilization, then there are also bean-bag types too. Or if you can fill a bag with beans or rice and stitch it shut, you can make your own. LOL

Also, before I picked up the window mount, I used a 12" piece of 3/4" water pipe insulation fitted over the top of the glass, and rested the camera on that. Don't peel off the sticky tape covering, of course....
