Confusion With Dreamstime

I'm confused with this stock site.. Are the subscriptions only for people looking to buy images or people looking to sell images (the photographers)?

Click the "Sell Images" button at the very bottom of the page. Looks pretty simple. Looks like all you have to do is register then start uploading pictures.
