Let's hope it isn't systemic. Was it moving, or just sitting there doing nothing? If the latter, it could be the eggs of something that is trying to infect the tree. When you say "elm tree", I immediately think of Dutch Elm disease - not sure if that is what it is, but I think I would be getting a professional opinion. Good luck and please let us know what the "critter" is.
