Digital Noise

Can others edit my Photos
Photos OK to edit
This may be a dumb question that I should know the answer to already but I am having a very time seeing digital noise in photos. I don't know if it is the way my computer is set up or if its just me.
My computer is set as follows:
Screen resolution: 800 X 600 pixels (increaseing this makes the picture smaller)
color quality: Highest (32 bit)
DPI setting: Normal size (96 dpi)

I sure would appreciate any help since its impossible to correct a problem I can't see. Thank you in advance and Y'all have a great day.

This photo was accepted at one stock photo site and rejected at another site because they said it contained artifacting @ full size. So I guess their judging is subjective. But the digital noise I was talking was other people's photos that are posted here that are said to contain digital noise but I simply cannot see the noise they are talking about.This photo is unedited resized only.

won't see noise at that size, you'd need to zoom in to 100% to see low amounts of noise. That said the other site is probably just feeding you ****, there's no noise in that photo.
 
Thanks everyone I thought I needed my eyes checked or my mind (maybe both)
