A person or two looking down at the street would be a great touch, I highly suggest you go for it. I'm not sure the tops of the buildings add anything to your shot. To me the buisness name and the tall dark tower lights only distract from your main subject (the road). It also amplifies the fact that the exposure is wrong in those regions.

I think you should experiment with the length of your exposure, I think the shot looks over-exposed on and around the street-lights. So shorter would be ideal, but not at the expense of losing the car-trails, which really make the shot.
