Are there any cheep options for a photo editing software?
yes, some people use 'the gimp' as its free to download.... can't get cheaper than free!

I'll second the gimp, as well as suggesting Photoshop Elements.
Depending on how much you have to do there are several freeware programs thats do bits and pieces of what ps does. I have about a dozen on the computer but seldom use more than two or three because I do very little read digital editing. Crop clone and a little burn and dodge plus the usual contrast and gamma pretty much do it for me.
Except i do love texture screens and sepia filters.
haven't used the gimp for ages .... used to in my unix-times though. it is a neat program, algorithms and complexity do not reach photoshop level. but with gimp plus some extra software for sharpening and noise reduction you will be well equipped i suppose!
