Elgeet Camera Lens Help

So i picked this camera lens up at a yardsale for like 10$, but i have no idea what it goes too or if its stil useable today. So thats what im hoping to get help with. Is there any modern camera I can buy and use this lens with? Is it a good quality lens?

On it, it says: Elgeet 38mm f:2.5 CINE-TEL

It is an older movie camera lens...hence the name CINE-TEL...as in "cinema" and "telephoto". What a charming optic and case! I'm not much into cinema gear, but I think this is in the old standard C-mount.
