Filters and Manufacturers!

Greetings,
Just a curious question here - is there a large difference in quality between manufacturers when it comes to filters? Is the Tiffen Graduated ND filter from Tiffen I paid $55 for higher quality then a similar $24 Cokin?
If quality varies that greatly, what are some names of some good filter makers? And what makes a quality filter better then a non-quality filter?

I'm looking for a new 77mm filter for my 18-35mm. The Tiffen one i have isn't coated, so I get mad sun flare when I use it.
