I agree with doing it to both eyes, but it might look kinda funny with the differences in their surrounding areas. Mebbe a flash on the right side?

Im always changing eye colors when Im making my photoshop art. I would adjusting the Opacity of the Fire Layer and try setting it to Lighten (or go through the options, different ones work for different eye colors, you just have to mess with it a bit.) You can even try warping it using Distort - Spherize. I hope it helps.
