Help with KS500

Hello I'm new to the forum. Ive always liked taking pictures only used a 35MM in 8th grade in photo class. I received a Ks-500 with 1:20 lens and a 1:2.8 lens with flash as well. I was thinking about getting into using it. So this brings up my question reading the Manuel. I was testing out the camera with no film to make sure functions worked. While looking threw the view finder i was adjusting the film speed dial. well i noticed the Exposure meter needle is buried to the point where the shutter speed needle cannot reach that low. After adjusting the film speed dial both ways the Exposure meter needle is not moving at all. Is there something I'm doing wrong or is it broke? If so is this worth fixing and can i use the camera without it with any success.
