The way I did it, which may be crude to someone who can use PS is to open the image, duplicate it and reduce the duplication by 50% in width only. Then back to the original image & select a wheel & arch, copy & paste into the dupe, dragging it into the correct position. Same again for the second wheel then since the pasted wheels are in seperate layers I use a mask to remove & blend in the bodywork.

It's not perfect & very much down to judgement to blend in!
