How do you make these kinds of pics?

I would say so - but I also think that it looks like a lowkey shot.
I would guess (though have no idea) that you could get a shot like that by:

a) black background - not always essentail for a lowkey shot, but it would certainly help the overall effect and limit any editing touchups that are needed

b) a small aperture shot - going for the depth of field to cover the whole face, but also so that less light is let into the camera (with point c, you don't want ambient surrounding light getting in for a lowkey shot)

c) diffused flash lighting - probably studio lighting setup for an indoors studio shot.

d) fast shutter speed

The combination would have the flash lightup the subject, the small aperture and fast shutter speed would then limit light entering the camera so that only the flash light reflected from the closer human face reaches the sensor in enough quality to make a good exposure - the background areas are lost to darkness, the black background helping to ensure that any light which does reach is not carrying an unwanted colour.
 
Thanks guys! I will do some experimenting tonight. It's now an official project!! So says Chairman!
