How to process an image like this

Would you attempt to process images like this or not, this is not the best example in terms of stuff going on but when I look at others similar to this I just don't know what to do, any tips.

The quality of the jpeg is ok-ish for online. Looking for advice really, converted from raw with nothing done

I would lift the shadows, likely drop the highlights a bit and run it through a noise-reduction filter.

Maybe post the RAW file so we can play with it?

The raw would be the only chance. The black on this one is pure black, there is just nothing else there. Lighten it up and a few lighter spots pop up but nothing of any intelligence. If only we could feed it to the techs on the CSI TV show they could use their magic and read the label on his shirt......................
