in 25.01.2017 my wife come home at work and a guy he crash her car and he run
i have a few photo but is not in a beeter quality i need help to see the registration number please
is the right one
pls help me !

The pixelation is so large on these photos that I'm sorry to say, I don't think anyone could pull up the reg on either of those cars.
 
This is a perfect example of the CSI Syndrome/effect. There is a general perception that there is some magic wand that can pull evidence from the air or from any photo or video. Sadly it is not getting better, rather it is getting worse. Juries believe that fingerprints can be pulled from anything.
 
Not only does it seem technically infeasible, but it also seems like a questionable request. Those are just pictures of two cars going down the road. How do we know that we're really looking at the car that crashed into your wife's car, or the car driven by your wife's lover, or whatever random reason you want to know a license plate?

This seems like a job for your local police force.

Limr this picture was taken at the police , he told me they can not view the plate number but if i know someone he cold is very good and if i can view the plate number is ok to give them . i have the video from the police i can not upload here because is to large . if you tell me where can i put the full video file i make this is from more that 1 street camera and i need the plate number to go to police and give them , At the police he told me he don`t have the tehnology to see the plate number .
 
The data most likely isn't there to clean it up. They might be able to fill in some of the pixels based on the surrounding pixels to make a cleaner image but if the data just isn't there, it won't help.

When I worked for the state, I didn't have access to the crime lab but one of my co-works had clearance and he told me they really do have incredible software & technology for pulling details out of low-res pixelated images but it has a limit. If the data just isn't there, it won't work.

Regardless, this is a law enforcement matter and not a photography forum matter. We can't help you. If the police wanted to help you, they could track the car using nearby street cameras that have higher resolution but it doesn't always work out that way.

I saw this when you first posted, zoomed in and saw the heavy pixelation (ie, no data, just blotches of color).

that cammera is not a good quality and everyone he told me he can not see the plate number thanks any way
 
Even without zooming in I can only support what others have said; even with the best of the best software you won't get the numberplate off this.ever. There is just not enough detail in the image; you've got square blocks of colour which means any fine detail resolving power is simply not there.

Whilst I'm sure police have great software, it can't create data out of nothing.

The only minor potential is data restoration of the original video file, however I doubt that there's any real difference in quality between the moving video and the screenshots provided here.


The crime dramas get away with their simplification of forensics because they've only got 30-40 mins to complete each case; so the forensics becomes very much a crutch they work with because it lets them speed up the whole process.
