Is there a way to "fuzzy up" an image?

This might be a weird question, but here goes...

I'd like to edit a well-focused image and make it appear as if it (the entire image) were shot slightly out of focus.

Nothing that would be considered artistic; just a poorly focused shot.

I shoot in RAW and edit with Photoshop Elements 7.

For more control of a gaussian blur, try duplicating your image layer, then applying the blur to the new layer. Create a layer mask for the duplicate, and then you can either adjust the opacity of that layer to roughly adjust the blur, or paint-in or -out the blurred image via the layer mask. Super fine control and it's super easy too.
