Nothing removes dust off negatives better then a strong blast compressed air... I just bought one of these, metro datavac electric duster, to take the place of expensive canned air.

EXTREMELY impressed, the only problem is keeping it from blowing the negatives completely out of their holders. Stronger then canned air with a lot more volume, and only about $40.

I just use a good old fashioned anti-static brush on the neg and the carrier before putting the two together. Thoroughly washed and dried hands, of course.
