I don't have any tanks right now so can't do any tests but consider the distance from the camera to the fish. If it's close then the Micro lens would let you catch the fish up close to the edge of the tank and the 40 mm would capture most fish to fill the frame. With a crop sensor camera you'd be at 60mm equivalent which may be a tad tight to get the whole specimen in the frame.
I'd probably consider the flexibility of 18-55mm (crop-sensor 27-82.5mm) would let me catch the specimen throughout the tank so would go with that one.
 
To aquarium I always use only my Nikon 50mm 1.8G mainly because of the low light situation you have, I will shoot fully open at f1.8 and try to freeze the movement with around 1/160-1/200
