I just got a Minolta x-700 and two of the lenses have "hoods"(i think there called). One slides out from the lens and one clips on the end. What are these for and should they always be used?

They reduce the glare off of the lens especially sunlight glare.. If I had one I'd use it as much as possible.

they're also good for protecting the front lens. Many consider they better than filters for that purpose

Oh ya!!! Lens hoods are one of the best investment you can make for your lenses. They help the glare and protect the lens.
