Lightroom and PS7

I used Lightroom for the first time recently. One of the things I liked was on the right hand side of the screen are many adjustments...tint, contrast, colors, etc. I only own Photoshop 7. Is there any possible way to get that sort of setup in PS7? If not, can I get that setup in CS3 or another photo program? Thanks.
