lights or strobes?

I am planning on reading up more on this topic, but figured I would post a quick thread in the meantime. What is the major difference between using lights instead of flashes/strobes? Is there a benefit other than not having to have them on constantly? I want to get a starter 3 light kit, so any suggestions would be great. I want to have it for portrait and model type stuff. Thanks guys.
