The last two NIN albums are licensed under CC share licenses, so they're both free, and excellent.
Likewise ad-ver-sary (google it) excellent industrial music, that's offered for free download from the main site.
Cyanotic offer Transhuman 1.0 under a CC license, by far one of my favourite albums.
Venetian Snares has a few albums that are absolutely beautiful, as does Bong-Ra, Enduser, Otto Von Schirach, Hellfish and a few others in the harsh-electronica side of things.
