If you had a picture of just the background, then the picture of the person - this shouldn't be too hard. Just erase the parts you don't want.

Shoot from a tripod so the background is the same in both images.

1. get nude woman
2. place flag or something over her
3. put a white or plain background behind her
4. go to a park and take a picture of a field
5. open photoshop
6. past both images
7. remove the white background from the nude woman with the flag over her
8. add blur to the park photo.

Two words: Layer mask.

It's 2 photos shot at different times of the day (look at the shadows).

It's likely 2 seperate photos made on different days and in different locations.
