does anybody know if the shutter of a minolta x700 works mechanically with 'B' speed selected when there are no batteries?

In my X300 instructions it says:

When batteries are completely exhausted (or not correctly installed), no LEDs light and the shutter locks.

I think it is the XG-M and similar that have a non electric shutter speed.

    It also says:

With fresh batteries at moderate temperatures, the maximum long exposure is 10 hours.

This implies it is taking power from the betteries even on B with a lockable remote cable release.
