I'm new to photography. I have a couple of questions about models.

1. What is the customary average to offer/pay a model per hour? What about one flat rate per shoot?

2. Where can I find legal documents for using the image of said model?
 
Not sure what flat rates are, or legal docuements, but I see adds on craiglist every day for models needed for a "TFCD" shoot. TFCD means "Trade for CD".

Basically, if you're looking for practice work for a portfolio or whatever, there's someone out there willing to model for pictures. In exchange for the models time and effort, they get the pictures that you've taken on a CD (or prints, thumbdrive, etc) for use for their resume, or whatever.

Legal issues such as rights to images if used in a way for financial gain on either side, whether or not the model gets only the 'keepers' or unedited or edited versions, etc, is up to you to discuss with the model.

Look under 'gigs' in the 'creative' section.
