Not bad, though I will agree about the wires ... and the foreground trees.
Isn't there a spot on the riverside, north of the train, that has some rusty barges and rotten dock ... though its been many years since I was in Windsor.
Eyes are drawn to too many things at once. The train, the trees, the buildings, the wires. There's too much in the shot and not a clear enough composition to let me know what I should be looking at.
I disagree with your processing choices as well... oversharpened by the looks of it. Too much work on the contrast/colors.
That said, those are more subjective than my previous subjective remarks.
That said, I'm always right, so you can pretty much throw subjective out the window.
The wire is definitely a problem. Could get a better view of Detroit from the path that you can see in the middle distance. I would agree that trying to fit the train engine in, is making it all too busy.
