CC welcome. I took these to the far extreme of each action to see what I can do with them.
Those are really good in MHO. Teh first is soft, looks like an old hand tinted photo. The second is a picture of joy. a Great"snapshot".

for the first one, I used totally rad actions "super fun happy" and added texture I think.
and the second one, the same, plus ran noiseware.
I might add more texture to both of them. could be fun
Really like #2. Very cute. Not so much of a fan of #1. Its boring to me, dont like the angle and the umbrella tie hanging down is distracting. But I like the idea and the pp

Photoshop Actions, like the ones you can purchase from Kubota Image Tools, TRA, Craig's, and Itty Bitty, are Photoshop recordings. If Photoshop was a musical instrument, Actions would be the music. Photoshop experts make sets of recordings that you can play onto your image.
Once you load a set of Actions onto your Actions palette, you will select the Action you would like to play and press the play button. The Action plays all the steps onto your image. This generally leaves you with a beautifully enhanced image and a bunch of layers on your layers palette. Personalizations and adjustments can be done to the effect on the layers palette. Actions can be used in combination or singularly.
Actions are a super great way to enhance your images and speed up your workflow. Not to mention how crazy fun they are. Actions make Photoshop a less scary monster.
