nik color efex

Does anybody know nik color efex? I have a book about digital photography where there is an example of how to make a picture look older an they used this programme. The effect I try to achieve is called "monday morning" in this programme... does anyone know how i could achieve this look in PS?

As far I know Nik is a Photoshop add package only, but newer versions maybe different. I have a few of the older filters that I got for LimeWire. IMO Their filters are very easy to use, but all changes can be done without the filters if you know what your doing PS.
