Nikon battery question

I have an EN-EL9 Lithium Ion battery pack for D40X. I charge the battery several times (10-15).

Now, each charge take more and more time. This mean, the battery is bad? How much recharge a Li-Ion battery support?

i went on ebay, and bought 2 more batterys for i think under 20 dollars, for my d40. which i thought was cheap, they are 1.8 batteries, i hope they are ok, they arent nikon, but there are a ton of cheap batteries on there.
