Image looks a little underexposed and flat. More contrast and saturation might breathe some life into it.

It used to be bright. Autoedited or auto fixed it in Elements. Then appeared to be 'underexposed'.
 
You Aperture needs to be higher. Try f/8 or 11. It will clean up the blurry spots. Unless they are caused by other things as well. Looks like your aperture though. :)

Try doing manual edits on your image instead of letting Elements decide how the image should look. It's your picture and you should decide how you want it to look.
 
Image looks out of focus to me (looking at the pollen-stem-thingy of the flower)?
