painterly effect & question

Where is the right area to post (painterly effect) this type of photo? It was a photograph originally then changed to something else. Would it be the creative corner even though this section states that it is, “A place to share artwork that is not photography”?

I do like the effect, it works really well for this picture. The original is beautiful though.
