Seriously, these photos are not very exciting? What can I do to make these photos better? Different location? Shoot in good weather? Use a flash? The weather was poor and little cloudy.

To me it's the subject. Cars are just not that interesting to me. Good job panning though!

...but also it is not just the subject, it is the BACKGROUND. Try the same location with wide open lens and see if you can blur that backgound into oblivion. The result might, I say might, come out making those mundane sedans look as if they are going 100mph down mainstreet.
