Here's an interesting link. The Pro-Imaging organization is running consumer tests on photo competitions and those that are into grabbing rights from the entrants are named and shamed here -

Some of them involve government agencies and in the UK after a complaint that a competition was in conflict with UK copyright law the agency has had to launch an investigation. Competitions organized by Adobe, Canon, Nikon, National Geographic and many others are all listed at the link above with full details about what you lose if you enter it.
