    There is something called a "search button," but o well... Try GIMP, gimp.org

    Well, this doesn't quite meet the requirements of your post, but have you looked into Photoshop Elements? It is essentially a very (very) condensed photoshop, but does the job 80% of the time and is relatively inexpensive. It is also sold with certain products I do believe.

    Also, I have heard great things regarding gimp.

    P.S. I think Cyrus was referring to the fact that this is a common topic that has been discussed before, so sometimes a quick search into the archives will show lots of great threads :)

    I use photoshop myself, so I can't really comment on the pros and cons of one over the other, but the two alternatives that I read most about are either Gimp or Google's Picasa, both of which I believe are free.

    I presume you don't use a Mac, but if you do then Apple's Aperture gets some good reviews, but its not free.

    When I don't need PS, or PSE, which is surprisingly often, I work a lot with GraphicConverter (Mac only; http://www.lemkesoft.com/en/index.htm), and Photoline32 (for Windows and Mac; http://www.pl32.com/). Both FREE downloads. Both shareware.
    Sometimes I even use an oldie like Adobe PhotoDeluxe.
    For photo management I can recommend Photo Mechanic 4.4.1.1.
    Stay away from iPhoto if you value your photos. Sometimes it eats them . . .

    Since this post I have started using Microsoft Digital Image Editor. Its a great program so far. I know its not Photoshop but its pretty good for me now. Thanks for your input though. I do appreciate it.

    I used to use LView. I upgraded from a copy I've had for years (it has great compression), but decided to use cs2 instead. It still may be worthwhile for you to try. A trial copy can be found here;

    PSP is great because it's pretty inexpensive but you can still find some good plug-ins for it. Photography Club here gave me a copy of The Gimp but I haven't used it much yet. Always a learning curve on these new programs.
