I just use the google blog (see link in sig) its not photograph specific, but I have seen alot of photoblogs on there!

there are a whole load of things you can use, anything you can make a blog on you can proably add photos to it..

blogger is pretty good for blogs (mentioned above), carbonmade.com is pretty good, dont know if you can add text though, i just signed up to put photos up..
